ADVERTISEMENT FOR THE POSTS OF REGISTRAR AND BURSAR (Internal & External Advertisement)
The University of Agriculture and Environmental Sciences (UAES), Umuagwo, Imo State, Nigeria, was established by the Imo State Government under Imo State House of Assembly Law No. 4 of 2019, as amended by Law No. 7 of 2020.
UAES is an agriculture, environmental and allied sciences-based institution established to provide the skilled manpower required to address critical needs in the agricultural, environmental and allied industrial sectors of Imo State and Nigeria. The vision of the University is to become a leading, internationally recognised institution that produces technologically competent individuals capable of responding effectively to the needs of their environment in a technology-driven economy.
The rapidly growing University currently operates academic programmes across five faculties:
- Faculty of Agriculture
- Faculty of Science and Computing
- Faculty of Engineering
- Faculty of Environmental Science
- Faculty of Arts, Management and Social Sciences
The Governing Council of the University invites applications from suitably qualified and highly competent candidates to fill the vacant positions of Registrar and Bursar.
A. POSITION OF REGISTRAR
The Registrar is a Principal Officer of the University and is responsible to the Vice-Chancellor for the day-to-day administration of the University, except in financial matters for which the Bursar is responsible, in accordance with the provisions of the UAES Law, 2019, as amended.
By virtue of the office, the Registrar shall serve as Secretary to the Governing Council, Senate, Congregation and Convocation.
Qualifications and Experience
Applicants for the position of Registrar must:
- Possess a good Honours Degree, with a minimum of Second Class Lower Division.
- Have at least fifteen (15) years of cognate experience, including a minimum of five (5) years as a Deputy Registrar in a University System or relevant tertiary institution.
- Possess a higher degree in a relevant field.
- Be a member of at least one recognised professional body.
- Demonstrate exceptional administrative competence, initiative, institutional networking ability and leadership capacity appropriate for a 21st-century university.
- Be a person of impeccable integrity and strong moral character, with excellent interpersonal relationships with staff, students and the general public.
- Possess a clear and articulate vision for the development of the University generally and the Registry in particular.
- Demonstrate good physical and mental health and a positive disposition.
- Possess strong Information and Communication Technology (ICT) skills.
- Demonstrate sound judgement, wisdom and the ability to manage institutional challenges and crises effectively.
- Have no criminal record.
- Be not more than sixty (60) years of age at the time of assumption of duty.
B. POSITION OF BURSAR
The Bursar is the Chief Financial Officer of the University and is responsible to the Vice-Chancellor for the effective management of the University's finances.
Qualifications and Experience
Applicants for the position of Bursar must:
- Possess a good degree in Accountancy or a related discipline.
- Possess a recognised professional qualification such as ICAN or ANAN.
- Have at least fifteen (15) years of cognate post-qualification experience, including a minimum of five (5) years as a Deputy Bursar in a University System or relevant tertiary institution.
- Have a clean and impeccable record of service.
- Demonstrate a high level of professional competence.
- Possess sound knowledge of relevant accounting software and ICT-based accounting packages.
- Demonstrate a high degree of accountability, transparency, integrity and probity.
- Be highly computer literate.
- Be not more than sixty (60) years of age at the time of assumption of duty.
REMUNERATION AND CONDITIONS OF SERVICE
The remuneration and other conditions of service shall be as applicable to the positions of Registrar and Bursar in Nigerian Universities and as may be determined from time to time by the University Governing Council.
MODE OF APPLICATION
Interested candidates are required to submit twenty (20) copies of their Curriculum Vitae, certificates and other relevant credentials.
The Curriculum Vitae should contain the following information:
a. Full Name;
b. Date and Place of Birth;
c. Nationality;
d. State of Origin and Local Government Area;
e. Permanent Home Address;
f. Present Postal Address;
g. Marital Status;
h. Number and Ages of Children;
i. Educational Institutions Attended, with Dates and Qualifications obtained, including Class of Degree and Membership/Fellowship of relevant professional bodies;
j. Work Experience, including full details of former and present appointments with dates;
k. List of Publications, where applicable;
l. Other relevant activities outside current employment;
m. Major professional achievements, contributions and awards received; and
n. Names and Addresses of three (3) referees.
Each applicant is required to contact the referees to forward confidential reports directly to the Vice-Chancellor. Such reports should comment on the candidate's character, academic and managerial competence and must be submitted in sealed envelopes marked:
“REFEREE/POST OF REGISTRAR”
or
“REFEREE/POST OF BURSAR”
at the top left-hand corner.
Applicants are also required to submit twenty (20) copies of a Statement of Vision for the Registry or Bursary, as applicable, covering the next five years and beyond.
