ADVERTISEMENT FOR THE POSTS OF REGISTRAR AND BURSAR (Internal & External) THE UNIVERSITY OF AGRICULTURE AND ENVIRONMENTAL SCIENCES, UMUAGWO, IMO STATE, NIGERIA was established by the Imo State Government by an act of Imo State House of Assembly Law No. 4 of 2019 as Amended by Law No. 7 of 2020. The University is an Agriculture, Environmental and Allied Sciences based institution which aims at providing the needed manpower training in order to address the critical areas of the Agricultural, environmental and allied industrial sectors of Imo State and Nigeria as a whole. The Vision of the University is to be a leading internationally recognized institution raising a crop of technologically competent individuals able to respond to the needs of their environment in a technologically driven economy.
The rapidly growing University currently runs academic programmes in five Faculties. These are the Faculty of Agriculture, Faculty of Science and Computing; Faculty of Engineering, Faculty of Environmental Science, and Faculty of Arts, Management and Social Sciences.
The Governing Council of the University is desirous of recruiting highly competent persons to fill the vacant positions of Registrar and Bursar for the University.
Applications are invited from suitably qualified candidates for the positions of Registrar and Bursar, University of Agriculture and Environmental Sciences, Umuagwo, Imo State, Nigeria.
A) THE POSITION OF REGISTRAR
The Registrar is a Principal Officer of the University and is responsible to the Vice Chancellor for the day-to-day administration of the University except as regards financial matters for which the Bursar is responsible, in accordance with the provisions of the UAES Law, 2019 as amended. By virtue of that office, the Registrar shall be Secretary to Council, the Senate, Congregation and Convocation.
THE CANDIDATE: QUALIFICATIONS AND EXPERIENCE
The candidate for the post of Registrar must possess a good Honours Degree (minimum of second class lower) and must have a minimum of fifteen (15) years cognate experience, at least five (5) years of which should have been as a Deputy Registrar, in the University System or relevant tertiary institution of higher learning. Possession of a higher degree in relevant field and membership of at least one recognized professional body are mandatory.
The person who will be Registrar, given the complexity and scientific nature of the administrative processes of a 21st century University, must not only be a high achiever but must also be able to show drive, exceptional initiative, great ability for institutional networking with the outside world and must have characteristics that typify a 21st century world class University.
In addition, the candidate must be a person of impeccable integrity and strong moral character with the ability to relate excellently with staff, students and the general public. The applicant must be a person with an articulate vision for the development of the University in general and the Registry in particular, combined with a passion to implement the vision of the University.
The candidate should have good physical and mental health with positive disposition; be up to date in Information and Communication Technology (ICT) skills; have strong character; strong leadership skills and ability to instill confidence and engender trust in staff and students. The applicant must be devoid of any criminal record; able to demonstrate sagacity and wisdom in the face of crisis; and must not be older than sixty (60) years as at the time of taking up the appointment.
B) THE POSITION OF THE BURSAR
The Bursar is the Chief Financial Officer of the University and is responsible to the Vice Chancellor for the management of University finances.
THE CANDIDATE: QUALIFICATIONS AND EXPERIENCE
The candidate for the post of Bursar must possess a good degree in Accountancy or any other related discipline plus any of the following recognized professional qualifications: ICAN/ANAN. The applicant must have acquired a minimum of fifteen (15) years cognate post qualification experience, at least five (5) of which should have been as a Deputy Bursar in a University System or relevant tertiary institution of higher learning.
The candidate must have clean and impeccable records of service and demonstrate evidence of high level of professional competence as well as sound knowledge of relevant accounting software applications. The candidate must possess a high degree of accountability, transparency, integrity and probity. Applicants should be highly computer literate and be conversant with the application of ICT-based accounting packages. The candidate must not be older than sixty (60) years as at the time of taking up the appointment.
REMUNERATION AND CONDITIONS OF SERVICE
The remuneration and other conditions of service are as applicable to the post of Registrar and Bursar in Nigerian Universities and as may be determined from time to time by the University Governing Council.
MODE OF APPLICATION THE REGISTRAR AND BURSAR
Interested candidates are required to submit twenty (20) copies of their curriculum vitae, Certificates and other relevant credentials which should contain among other things: a. Name in full (Surname last in block letters); b. Date and Place of Birth; c. Nationality; d. State of Origin/LGA; e. Permanent Home Address; f. Present Postal Address; g. Marital Status; h. Number and Ages of Children; i. Educational Institutions Attended with Dates and Qualifications with Class of Degree obtained including Membership/Fellowship of Relevant Professional Bodies; j. Work Experience including Full details of Former and Present Posts with Dates; k. List of Publications (where applicable); l. Other Relevant Activities Outside Current Employment; m. Major Professional Achievements, Contributions including Awards Received; and n. Names and Addresses of Three (3) Referees.
Each referee must be contacted by the applicant to forward, directly to the Vice-Chancellor, a confidential report on the candidate’s character, academic and managerial competence, in a properly sealed envelope marked “REFEREE/POST OF REGISTRAR” or "BURSAR "at the top left corner of the envelope.
The application should also include twenty (20) copies of the candidate’s Statement of Vision for the Registry or Bursary for the next five years and beyond.

SUBMISSION OF APPLICATION DEADLINE
The sealed envelope containing the application materials should be marked “APPLICATION FOR THE POST OF REGISTRAR” or "BURSAR" at top left-hand corner and forwarded to the Vice-Chancellor not later than four (4) weeks from the date of this publication. Only shortlisted candidates will be contacted.
